Custom guild stones are available for all official government organizations. They will also be granted to players who apply for them. The application process is pretty much like applying for a Vhalurian noble house, Tyrean clan, etc. Check those out if you're unsure of how to proceed.
Guilds have up to 5 ranks. When they are created, they only have the lower 3 available. Additional ranks and more positions for existing ranks will be opened by the staff to guilds as they grow and prove to be relevant to the game world.
Guilds have a Power level, based both on a Size Bonus (which is equal to the number of members, but capped at 10) and on a Notoriety Bonus (granted by the staff as the guild does interesting things and is capped at 40).
Guilds have a Feat Level too, used to calculate the bonuses from the Guild Maneuver and the Guild Stance.
Power lower than 25 = Feat Level 1 Power greater than 24 lower than 40 = Feat Level 2 Power greater than 39 = Feat Level 3
When you double-click a guildstone, you will see information on the guild. Most of the information will show as "???" if you are not part of the guild. You will also not have access to any of the guild's features.
The first button on the top right corner of the menu is used to Join the guild. After pressing it, you will be listed on the Applicants menu. A guild officer will be able to accept or deny your application.
The second button there allows you to remove your application or resign from the guild if you're already part of it.
The third button is used to claim the resources your gatherers gathered for you, if you have any.
Guild members can have a number of powers = their Rank + 1. A member's information and powers can be edited by the guild's officers.
Guild officers are members of Rank 3 or greater.
Guilds have Owners. A guild Owner may or not be part of the guild. He is the person behind the operation in some way. Sometimes he is also the highest ranking officer, but he may not have any position either if he chooses so. Guild Owners also count as Officers.
Members with the powers related to resource gathering are eligible to retrieve a certain number of resources from the guild stone every hour. These bonuses stop stacking after 24 hours have past after your last login (so someone who doesn't login for a month will only get 1 day worth of resources, not 30).
Guild Stances can be used via the .GuildStance command.
Guild Maneuvers are used with the .GuildManeuver command.
The bonuses to Speed and Damage to followers go to all your pets and to all lower ranked guild members within 5 or 6 squares (I forget which) of you. These bonuses don't stack if there is more than one guild member giving them.
HCI and DCI bonuses are passive and always there.
MW/EO bonus are based on the guild's power and, when at Power 50, they result in a 100% bonus to chance of getting MW/EO items (chance of getting MWs raises from 0.2% to 0.4% and EOs, from 1% to 2%, for a crafter with maxed MW feats).
Notoriety bonuses will be given by the staff to guilds that are active and relevant to the game world. What does this mean? It means your guild will become more powerful based on the quality of your RP, stories and how much entertainment you create not only to your guild, but to the shard as a whole.
In a nutshell, the more your guild encourages people outside your guild to log in and do things (either because you are allied to them or because you are their enemies, or something else) the greater your Notoriety will likely be.
This is a mechanic bonus to encourage RP from all parts. So go RP and make things happen! :D

Guild ranks can have titles and prefixes (like "Captain" Gunther Helmutt, "of the Vhalurian Guard" for example). These titles are set up by the staff only, to prevant lameness. If your guild grows into something cool, you may be approached by the staff to set up special titles to your guild members. Once those are set up, members will automatically receive them as they are promoted/demoted into a given position.
Guilds have 4 points to assign to their unique maneuver, between Damage and Accuracy. They may also lower Damage to -2 and Accuracy to -5% if they wish to get more points to assign in the other bonus. An emote can also be set up so that when the maneuver is used, the character will automatically emote it (no *'s are required, as they are automatically put there for you when you emote).
Stances work pretty much the same way, with 2 bonuses being distributed between Accuracy, Defence, Damage and Speed. Any of those properties can also be lowered below 0 up to 5 times (Accuracy and Defence up to -15% and Damage and Speed up to -5%). An emote can also be set up for it.

One last thing: applications for guilds don't need to be posted. They can be sent on a PM to me, as it'd be silly to let the world know you're applying for a thieves' guild for example.

I might have missed it when I skimmed over this again, but size bonus cap is also equal to the actual member limit of ten. The way its worded might confuse some people (like me) to think that you can have more than ten members but the bonus caps at 10.

You weren't confused. The bonus -is- capped at 10. Even if you have 15 members, you'll only get 10 points from size bonus.
